Precept to increase by less than 2%
Beverley Town Council works hard to support local people and make Beverley a happy, friendly and colourful place. Whilst East Riding of Yorkshire Council (ERYC) is responsible for strategic issues and large infrastructure projects, the Town Council aims to make Beverley a special place in which to live, work and visit.
At the end of each Financial Year, the Town Council has to produce a projected budget for the next year. From this, it asks ERYC to place a charge on every Council Tax payer within the Town Council boundary. This goes towards its running costs and is called the Precept.
Beverley Town Council has set the Precept for the 2025-2026 Financial Year at £411,550. This is a small 1.98% increase on the previous year.
This makes the Precept for a Council Tax Band D property £64.33 for the year (a rise on last year of just £1.25). Broken down, this equates to £5.36 monthly or under £1.24 weekly
Through the precept and allocated reserves, Beverley Town Council manages and funds many very localised services, including:
- Floral displays – in the town centre and in residential areas such as Holme Church Lane, Samman Road and Coltman Avenue.
- Allotments – over 250 individual plots across 5 sites (Spark Mill, Queensgate, Kitchen Lane, Keldgate, Lairgate).
- Skate park – maintaining and planning improvements.
- Christmas lights – the Town Council is the only organisation that provides funding for festive lights (if your business or organisation would like to raise additional funds, please contact the Town Council).
- Heritage lamp posts – 39 Georgian and Victorian cast-iron lamps that are still in public use and each is listed by Historic England as a grade II structure.
- Street lighting – over 200 street individual lights throughout the whole town.
- Grit bins – providing them in communities and paying for annual refills.
- Litter bins – providing new bins (ERYC maintain and empty them).
- CCTV – maintaining cameras, covering electricity costs and paying for recording in the town centre and the wider community.
- Best of Beverley Awards – celebrating the work of local community groups, individuals and businesses.
- Elections – covering the charges for all full term and by-elections to the Town Council.
- Civic duties – running the Mayor of Beverley’s Civic Office to ensure the civic heritage and traditions of Beverley are protected, welcoming visitors from Beverley’s twin towns of Lemgo (Germany) and Nogent-sur-Oise (France), etc.
- Statutory duties – these are things the Council must do by law, including adhere to financial regulations, run a website that follows national rules, act as a statutory consultee in the planning process, manage administration and /running costs, etc.
The Town Council also supports local community groups and events via a grants system funded through the precept. This sees money invested back into the community, for the benefit of residents and the whole town. In recent years, successful grant applicants include:

- Beverley Rugby Union Football Club
- Beverley Town Football Club
- Beverley Barge Preservation Society
- East Riding Theatre, Beverley Puppet Festival
- Stage 4 Beverley
- East Yorkshire Food Bank
- Beverley Male Voice Choir
- Beverley Civic Society
- And others

In recent years, the Town Council has faced several unexpected issues, such as the need to remove asbestos unearthed on the allotments and treatment of Japanese Knotweed. It did so by moving money from other budget lines. As these and other issues may arise in 2025/26, the Town Council is proactively including potential costs in the budget, so it does not have to rely on moving money from one budget line to another.
